I want to ask a few questions and required a few screenshots to understand your issue further:
On the Services & Subscriptions page, if you scroll to the very bottom under 'Products you've purchased,' do you see any entry for Visio there, or is it completely blank?
Was this license purchased directly from the Microsoft Store, or through a third-party reseller?
Do you have any other versions of Office or Visio currently installed (e.g., a trial or an older 2019 version)
In Visio, go to File > Account. Under 'Product Information,' > About Visio, please click it to check the version name like following image and share with me.
Additionally, please search CMD, right-click the Command Prompt and run as administrator. Then copy and paste the command in it, click Enter at last: cscript.exe "%ProgramFiles%\Microsoft Office\Office16\ospp.vbs" /dstatus
Then please share the results of command with me through private message, I would love to check whether there is other Visio product information effects your Visio activation.
