The error AADSTS5000225: This tenant has been blocked due to inactivity means the Azure AD tenant behind the account has been marked inactive and blocked. Payment setup on the subscription does not unblock a tenant.
Use these steps based on the documented resolutions:
- Confirm whether the tenant can still be reactivated
- Tenants blocked for inactivity can be reactivated only within 20 days of entering the inactive state. After 20 days, the tenant is permanently deleted and cannot be recovered.
- If the tenant has been inactive less than 20 days

- The tenant is permanently deleted and cannot be restored. In this case, create a new tenant:
- If sign-in loops or uses the wrong account
- Sign out of all Microsoft accounts in the browser and clear all site data/cookies, then try again, or use an InPrivate/Incognito window to avoid cached sessions.
If none of these steps restore access and the tenant is still within the 20‑day window, escalation through Microsoft support is required to unblock the tenant.
