Issue for years; briefly corrected a few times by purchase new copy of office. No office subscriptions ever purchased as work/school subscriptions. New computer Win11, issue is a PITA.

The behavior described typically occurs when Office desktop apps or Windows are associating the device with a work or school (organization) account instead of a personal Microsoft account, or when the account being used does not have the correct type of license.

Use these steps to clean up old work/school associations and ensure the correct personal subscription or product is used:

    1. Remove any work or school account from Windows
      1. Open SettingsAccountsAccess work or school (briefcase icon).
      2. If any organization or work/school account is listed, select it and choose Disconnect.
    2. Remove stored organization credentials
      1. Open Control PanelCredential ManagerWindows Credentials.
      2. Look for entries referencing any organization or work/school account and remove them.
    3. Clear cached identity and token data Run each of these paths (one at a time) from Win + R, then delete contents of the folders that open:
      • %LocalAppData%\Packages\MSTeams_8wekyb3d8bbwe
      • %LocalAppData%\Packages\Microsoft.AAD.BrokerPlugin_cw5n1h2txyewy
      • %LocalAppData%\Microsoft\OneAuth
      • %LocalAppData%\Microsoft\TokenBroker
      • %LocalAppData%\Microsoft\IdentityCache
    4. Uninstall and reinstall Microsoft 365/Office
      1. Go to SettingsAppsInstalled apps.
      2. Uninstall Microsoft 365/Office.
      3. Restart the computer.
      4. Go to Office.com, sign in with the personal Microsoft account that actually owns a qualifying subscription or one-time purchase, select Apps, then Install apps to reinstall.
    5. Verify the correct license type
      • Sign in to the Subscriptions page at account.microsoft.com/services with the personal account.
      • Confirm that the account has Microsoft 365 Personal or Family or a one-time Office license (such as Office Home & Student), not Microsoft 365 Basic or another plan that does not include desktop apps. If only Microsoft 365 Basic is present, the desktop apps will not activate and only web apps are available.
    6. If activation still fails or shows Unlicensed Product
      • Follow the activation troubleshooting steps in Unlicensed Product and activation errors in Office, including:
        • Confirming sign-in with the correct account.
        • Checking for multiple Office copies installed and removing extras.
        • Checking subscription status and renewal.
        • Running Office as administrator and updating Office.

If the device was sold with Office included but activation still fails after these steps, contact the device vendor or use Microsoft support channels as shown in the referenced articles.
