SMS not arriving on new phone or old phone to reset password

I bought a new iphone. I transferred all apps etc and all passwords carried accross. The only one that did not was hotmail. I have gone through the reset password 2 factor authentication many times. I get the first email recovery code to my other email account but the next step to my phone never arrives. I am so frustrated. There doesn't appear to be any way to fix this. I tried to use the try another method and it says I'll receive an email in 30 days???? seriously how can people run a business like that. How else can I get a new code????

Luckily, I didn't log out of my laptop as I still appear to receive emails to that account. I have found the help option useless. Asking someone to login to receive assistance is non sensical when the login/password is the issue.
