Reset my phone forgot about the authenticator

Basically reset my phone due to another issue I am having and I go to my authenticator and realised there is nothing there none of my old Data I click restore or made a back up button click on it

now I can’t use authenticator obviously and did confirm with my email

But the phone number is my old old number

but I did change it to my new number about 3 months ago so I don’t know why it’s still showing my old number

so I can’t do my authenticator or phone number just email

i tried email recovery but don’t have the 25 digit code

and I can’t access a lot of my tools and websites etc due to the fact they use authenticator so I really don’t know what to do

and I keep stressing out , how can I fix this
