Surface Go 3 Stuck on Restart Loop During Windows ReInstall

I was having issues switching my surface go 3 out of S mode so I tried to do a clean install of windows. Now its stuck on a restart loop and won't finish the install. It won't let me bring up the UEFI menu any more. I'm unable to get Command Prompt to come up. And I tried using a recovery drive USB to do a factory reset but that doesn't seem to be picking up either (32gb USB formatted to FAT32 per online instructions). Any ideas of how to wipe this thing and start fresh?

    Download the correct image from Surface Recovery Image Download

    Extract the contents directly onto your FAT32-formatted USB

    This image will actually be recognized by the Surface bootloader, unlike a standard Windows installer.
