My hotmail address has been hacked and I've tried every microsoft sugeston, nothing has worked.

My hotmail account was hacked: says i've tried too many times, won't allow me to change password, not able to send a code to my other email - says I've tried too many times try again tomorrow, code I attempted to send to my phone shows an error, long recovery code doesn't work either. Microsoft helper says everything is working fine, my account says it belongs to someone other than me. Microsoft says the email, that I've had for over 20 years no longer exists. it's seems the hacker has thought of everything to keep me out.

All my other external accounts using my hotmail account won't work either. I would really like to talk to someone from Microsoft about this issue but can't find a phone number.
