H.R.8250 - Parents Decide Act

How would this new bill know as the Parents Decide Act (HR8250) effect every user if the us in passed into law? Would games that are old, programs that are old, and programs that do not comply or simply unable to due to not being updaed be blocked? Also for people who are unable to verfiy their age because they have no camara, id or credit card, would people no longer be able to use there current device and no longer set up the device with out verification first?
