    First, pull down the notebook list in OneNote once and let it fully sync before you start writing. If you see a yellow refresh or “saved offline” message, tap that first.

    Next, it is suggested that you sign out of OneNote on the iPad, fully close the app, then sign back in. If needed, reset OneNote’s sign-in credentials, but only after making sure your notes are already visible in OneNote on the web.
