The most likely explanation is that there are two separate subscriptions associated with different identities or billing accounts, even if they appear under what seems like the same “account” and have similar or identical names.

    From the provided information:

    • In Microsoft services, it is common to have multiple subscriptions tied to the same sign-in identity (for example, multiple Visual Studio or Azure subscriptions) or to different identities that use the same email address format.
    • The Subscriptions pages in portals (such as the Visual Studio subscription portal or Azure) are designed to show all subscriptions associated with the signed-in identity, and allow switching between them.
    • A second subscription can appear if:
      • It was created or assigned via a different billing account or program (for example, a work-assigned subscription vs. a personal one), or
      • An admin or billing process created or reassigned a subscription without explicit action in the portal.

    What to do next:

    1. Check which identity is in use
      • Confirm the exact email/identity shown in the portal header.
      • If there is both a personal and a work/school identity using the same email, sign out and sign back in with each to see if subscriptions differ.
    2. Open the subscriptions list
      • Go to the Subscriptions page in the relevant portal (for example, for Visual Studio subscriptions, use the Subscriptions page).
      • Verify:
        • Subscription names
        • Subscription types
        • Whether one is expired or inactive
    3. Check for multiple subscriptions on the same sign-in
      • If multiple subscriptions are intentionally associated with the same sign-in, the portal will list them and allow switching between them (for example, via a dropdown or Subscriptions tab). One may have resources and the other may be newly created or unused.
    4. If the subscription is employer- or admin-managed
      • If the subscription is provided by an organization (for example, via volume licensing or a program), an admin may have created or reassigned a subscription without direct action.
      • If something looks incorrect (for example, an unexpected extra subscription), contact the subscription or billing support channel for that product (for Visual Studio subscriptions, see Visual Studio subscriptions support).

Because subscriptions, billing accounts, and identities are distinct concepts, it is possible to see two subscriptions with the same or similar names where only one currently has resources. The second subscription may be new, reassigned, or associated with a different billing context.
