Microsoft account hacked and hacker turned on two step verification

I recently got my microsoft account hacked and the email and password was changed, i was only notified on the email changed. when i went to sign in the hacker changed the email and i was unable access my account or change password as they added a two step verifcation on the account, and i wasnt able to forget password as the backup email linked was linked to a burner email.

I have contacted and submitted multiple recovery account forms and microsoft was unable to provide any help or reply to my replies for those emails due to terms and condition and just telling me to make a new microsoft account and to buy minecraft again.
