The Problem
For several years I have used Microsoft 365 Basic to hold backups of my data, and to sychronise data on my devices (2 of them). I pay my subscription monthly automatically via my debit card, and receive notification each time the payment is made.
Yesterday I received a payment failure advice.

My bank advised it was because I had disabled payments to the Merchant Category Gambling Services.

I have now enabled that Merchant Category, but Microsoft still won't allow me to make the overdue payment with that debit card. The amount due is $A3.00, and current card balance exceeds 100 times that amount. Other online payments are going through, so the card hasn't been disabled.

Questions

Q1) Who classifies merchants like Microsoft. Is it the merchant (Microsoft), or the bank, or some other organisation?

Q2) Has there been a recent change in Merchant classification for Microsoft OneDrive?
