Email contacts did not migrate over to Microsoft 365 Outlook

I am at my wits end! I have upgraded to Microsoft 365 Outlook.

None of my contacts have moved over?  additionally, even if I tried to add a contact manually it will not save? PLEASE HELP AS i HAVE SPENT COUNTLESS HOURS  TRYING TO FIX THESE ISSUES

I have also tried the online chat feature numerous times ... One time I was on for 1 hour and 15 minutes and the representative dropped off ; never called me back as I had my cell phone number listed (just in case we got disconnected) absolutely frustrating! I have also tried the chat feature with the call back within Microsoft help, and immediately it says the service request was complete ??? I didn't even have a chat ?

Does anyone have a phone number that I can speak to someone? Is there a paid service through Microsoft that I can use ? I don't know what else to do?
