Unable to get a Verified ID issued through ID-Verifier

Hello, when attempting to do identity verification for Azure Artifact Signing I'm unable to get a Verified ID issued through the 3rd part ID-Verifier. Multiple people in my company have tried and we've all been met with the error "Sorry, you do not meet requirements to create a Verified ID at this time".
The "Get Support" button on the page links to: https://learn.microsoft.com/en-us/partner-center/enroll/get-verifiable-credentials - however this just advised to open a ticket.
What are my options here?
