Upgraded Samsung Phone now locked out of outlook,

Samsung switch to transfer from one phone to the next. It has not transferred outlook and despite changing password etc it has now blocked us out. Utterly frustrating and 39days???? what idiot thought of this little nugget??? How do we sort this please.
