Microsoft account has been hacked, I can no longer access it

My Microsoft account was hacked, they changed the primary and recovery email address meaning I can no longer access any of my Microsoft accounts.
I know the email of the person who hacked it, how I can get someone at Microsoft to block the account and then restore it to me. I also have active Xbox and 365 subscriptions.
My access to One Drive, Teams, etc are all blocked.
When I try to log in it says my email address is not recognised.
Help please.
