Artifact Signing Identity Validation Blocked - "Verified ID Requirements Not Met" Error (Australia)

Hi

I am attempting to set up Artifact Signing (Public Trust) to sign a Windows application for my registered Australian business, but I am entirely blocked at the Identity Validation stage.

The Issue: When I attempt to complete the identity verification via the QR code and the Microsoft Authenticator app (AU10TIX flow), I immediately receive the following error: "Sorry, you do not meet requirements to create a Verified ID at this time."

My Context:

Location: Australia

Business Entity: RIOT Enterprises PTY LTD

Goal: I am trying to validate either as an Individual or an Organization to generate a Public Trust certificate profile.

I suspect my account is being blocked by an automated regional restriction or a conflict with the Entra ID tenant type.

Because the automated Verified ID system is failing to issue the credential to my Authenticator app, I cannot proceed with Azure Artifact Signing. Is there a manual vetting path I can take to verify my identity and business, or a backend flag that can be adjusted on my tenant to allow the Verified ID to be issued?
