Lost MFA for all account admins. New to Azure. Switched from Android to iPhone and couldn't restore authenticator.

Update - I was able to sign into my old android using a hotspot and was able to install the Microsoft authenticator in restore mode, but all restored accounts are asking for a QR code.

I recently had to wipe my phone due to malware. I wiped it and reinstalled my authenticator. I signed in in restore mode, but all of the accounts are saying "Action Required" and that I need to scan a QR code provided by my organization. This is a personal dev environment and all the admin account's MFA codes were connected to this authenticator. I still have access to the account I set up the tenant with and can sign in with it. I also have all three physical security keys and every auth method I set up on the account, but my account doesn't have the ability to create new users or assign itself a privileged role. Anybody have any suggestions?

The account that I set up the tenant with doesn't have the ability to remove or reset MFA requirements and also can't assign itself privileged roles. I have access to the usernames and passwords for both backup global admin accounts, but the only account I can sign in with doesn't have any Entra ID roles. I paid for the developer support plan, but Azure won't let me create a ticket and keeps referring me here. Without being able to login with accounts with the appropriate roles, it seems like I can't put in a support ticket.
