Backup codes are gone?

Hi there!

Few days ago I decided to reset my phone to factory settings and then I continued using it. Before the reset I checked Microsoft Auth app if there is backup to my main email address. There it WAS, and I with peace of mind did reset the phone. After that, I installed necessary apps, including Microsoft Auth. I logged in and I see message that there is NO backup on my account. I did try to click button "Start recovery" (or something like that, I use russian version). Ok, I tried another personal account - same story. So, I really need help, cause in this app were all my accounts, including a government app. Ok, I can come to terms with the fact that I lost all my accounts, but I really need the government app.

Please help.
