Why is it taking so long when I drag>Drop a file or delete a file

When I drag and drop a file into a folder or delete a file to trash, at times (frequently) it takes anywhere from 1 seconds to 40 seconds or longer. At that point I cancel the task.
The files are not large at all so that is not the reason. Can anyone help me on this?
