Azure SMTP relay sending out emails very slowly.

I have a Microsoft Communication service which I use to send emails via an smtp relay. This has been working fine for about 3 months, but today it started sending emails out extremely slowly. Emails get queued but each email is sent after half an hour to an hour.

I am using a Microsoft Sponsorship azure subscription.

Is the reason for the issue a usage limit, or is there a technical issue?

If it is a usage limit, how can I increase the limit?
