ACS connection is throwing error as "Cannot connect to host tfs-cs-acs.unitedstates.communication.azure.com:443 ssl:default [Temporary failure in name resolution]"

sometimes the ACS is too slow in responding the events back to the application. and now no events are getting from that end to our application.
