How can I recover a permanently suspended Microsoft account?

My Microsoft account was permanently suspended due to the account being hacked and compromised. I contacted Microsoft support on an appeal, but they said I have to talk to the higher-level team. I also made many requests of appeals and stuff, but they always told me they had no choice but to suspend the account, and when I contacted them, I gave them information of the hacking the time of hacking ETC.

If there is anyone who can give me a straight answer on why I can't recover the account and or how I can recover it, can you please help me. If anyone knows how to request an appeal or recover it, please let me know, the account is very important. Also I want to say I did the appeal from the website https://www.microsoft.com/digitalsafety/appeal and https://www.microsoft.com/en-us/digitalsafety/account-reinstatement , im still waiting for responses from them.
