My entire subscription is blocked from emailing

It looks like email sending is being blocked due to a sender reputation restriction in Azure Communication Services.

Azure applies reputation-based controls to protect email delivery. This can happen if a sender or domain is new, email volume increases suddenly, bounce rates are high, or email authentication is not set up correctly.

• Track user engagement, such as opens and clicks, to understand inbox placement and relevance.
• Make it easy for users to unsubscribe or opt out, and address complaints quickly.

Following these steps helps build and maintain a good sender reputation and reduces the chances of email sending being blocked.

I appreciate the best practices. Unfortunately, we have only sent test emails internally in our dev environment. We have sent maybe 20 emails in total across 3 employees that are testing. Why would this happen? It doesn't make any sense.

This does not indicate misuse or wrongdoing, and it does not mean your subscription is permanently blocked. It is a protective measure that can occur while the sender identity and domain trust are still being established.

Domain trust is built over time based on successful email authentication and overall sending behavior. Azure and receiving mail providers look at signals such as consistent SPF and DKIM authentication results, DMARC alignment, the age and reputation history of the domain, and the absence of negative indicators like authentication failures, bounces, or spam complaints. New or generic domains often start with low or neutral trust and may be temporarily restricted until these trust signals are established.
