Access to Authenticator stuck in a security loop

Can I get assistance in accessing my Authenticator app. I have wiped my old phone, and transferred date to a new phone. While I have my old phone the Authenticator is new and therefore asking for consent on the Authenticator app that does not exist. I don’t believe I set up recovery codes or alternate verification methods. Thanks
