Unable to access Microsoft 365 Developer Program sandbox due to MFA loop after phone loss — request MFA reset / security info override

Hello Microsoft Support,

I’m unable to sign in to my Microsoft 365 Developer Program sandbox tenant because I’m stuck in a multi‑factor authentication (MFA) approval loop after losing my original phone.

Background

  • I enrolled in the Microsoft Developer Program and received a sandbox environment and tenant.
  • I lost my phone and have since replaced it.
  • The Microsoft Authenticator on my new phone does not receive notifications or verification codes because it’s not yet registered to my account.
  • I cannot access Security info / MFA methods to add the new phone because sign‑in requires an MFA approval that I cannot complete.
  • In short, I’m in an authentication loop with no path to update my MFA methods.

Impact

  • I cannot access the sandbox tenant or any services tied to it.
  • I’m blocked from configuring or testing workloads that depend on the sandbox.

Steps tried

  • Installed Microsoft Authenticator on the new device.
  • Attempted to sign in via web and mobile; each attempt requires an Authenticator approval that never arrives.

How can I get access to my Sandbox again?? I've tried many many many times to speak to someone over the phone but Microsoft Support phone numbers have only led to agents that either drop the calls or fail to route me anywhere. Thank you!
