I cant access my email and the recovery request keeps denying me

I had an icloud email that i used for my microsoft account but i recently changed the email which u can do on apple, so i no longer have access to the icloud emial, and i want to change emails on the account so i can regain access, but after trying the recovery request like 6 times they have denied me every time and i dont know what to do. Is there a way to talk to a real agent or some other way?
