MFA Login loop after switching phones.

I previously setup MFA with Microsoft Authenticator on an older phone for many accounts.
After migrating everything to a new phone, I no longer have access to the accounts.

Attempting to login/add the account into Microsoft Authenticator causes an endless loop of requesting a code, which I cannot provide because I don't have it available in Authenticator. I am not logged in with the account anywhere, so I cannot access security settings to affect any changes. The other/alternate login options all redirect back to needing Authenticator.

I specifically need access to multiple business (onmicrosoft) accounts. The administrator(s) are all in the same situation (we very infrequently need to login...)

Resetting the password(s) changes nothing, as an Authenticator generated code is still required to proceed with configuring Authenticator or logging in anywhere, for that matter. We just purchased a new Partner Success Benefits subscription, and can't access our benefits due to this...
