The 90-day rule is calculated from the last time the license was assigned, not the original assignment date. So in your example:
License assigned on 01/03/2025
Revoked on 20/11/2025
The “last assignment” is 20/11/2025, which means you’d need to wait until 20/02/2026 before reassigning it to another user (unless it’s for exceptions like temporary absence or device failure). This rule exists because Microsoft wants to prevent frequent short-term license swaps, which could bypass subscription terms.
As for reporting, the Microsoft 365 Admin Center doesn’t have a built-in report that shows the exact assignment date. However, you can pull this information using PowerShell or Microsoft Graph API, which provide timestamps for license assignments. Many organizations use these tools or custom dashboards for compliance tracking.
