Hi Support team,

I would like to seek clarification on the below terms for Online Services taken from Product Terms.

  1. Can you please advise if the 90days of the last assignment is calculated from the date when it was last assigned to a user or the date when it was removed from the first user? E.g. license allocated to user: 01/03/2025
        user stop using license on 20/11/2025, license revoked.  
    
       Do we have to wait till 20/02/2025 before we can reassign it to another user or the 90 days is calcualted from 01/03/2025? 
    
  2. Is there any standard report in admin console that will advise on the license allocation date in order to fulfill this term ?

License Reassignment

Most, but not all, SLs may be reassigned. Except as permitted in this paragraph or in the Online Service-specific Terms, Customer may not reassign an SL on a short-term basis (i.e., within 90 days of the last assignment). Customer may reassign an SL on a short-term basis to cover a user’s absence or the unavailability of a device that is out of service. Reassignment of an SL for any other purpose must be for the remaining term of that License. When Customer reassigns an SL from one device or user to another, Customer must block access and remove any related software from the former device or from the former user’s device.

The 90-day rule is calculated from the last time the license was assigned, not the original assignment date. So in your example:

License assigned on 01/03/2025

Revoked on 20/11/2025

 

The “last assignment” is 20/11/2025, which means you’d need to wait until 20/02/2026 before reassigning it to another user (unless it’s for exceptions like temporary absence or device failure). This rule exists because Microsoft wants to prevent frequent short-term license swaps, which could bypass subscription terms.

As for reporting, the Microsoft 365 Admin Center doesn’t have a built-in report that shows the exact assignment date.
