Cannot access Hotmail account - Microsoft Authenticator number matching fails after iPhone transfer, SMS codes not arriving

I'm locked out of my 20-year-old Hotmail account after upgrading from iPhone 12 to iPhone 17. Here's the specific issue:

What happened:

1. Transferred all data from iPhone 12 to iPhone 17
2. Added Hotmail account to Mail app on iPhone 17 (this worked using Authenticator on old phone)
3. Deleted Microsoft Authenticator from iPhone 12
4. Now cannot sign in via web browser - Authenticator number matching is broken

Current situation:

• Email still syncing perfectly on iPhone 17 Mail app (can read/receive emails)
• Microsoft Authenticator IS installed on iPhone 17 and shows my account with 6-digit codes
• When signing in, the 2-digit number matching fails with "temporary problem with service"
• Backup Gmail receives codes successfully (first authentication step works)
• SMS codes to my phone number are NOT arriving (other services' SMS codes work fine)

What I've tried:

1. Used account recovery form - rejected because 2FA is enabled
2. Tried "Use a different verification option" - still requires second factor
3. Verified phone settings - SMS works for everything except Microsoft
4. Attempted multiple browsers and devices
5. Checked Microsoft Authenticator - account exists but number matching fails

The problem:

• System requires TWO authentication methods due to 2FA
• After Gmail verification (works), it demands Authenticator (broken) or SMS (not receiving)
• Stuck in loop: Can't disable 2FA without signing in, can't sign in without working 2FA

Question:

How can I regain access when Microsoft Authenticator number matching is broken and SMS codes aren't being delivered? Is there a way to force 6-digit code entry instead of number matching, or get Microsoft Support to temporarily disable 2FA for account recovery?

Currently maintaining email access through iPhone 17, but concerned about losing access completely if Mail app requires re-authentication.
