Don't have access to device. No alternative sign in option

Using the Microsoft authentication app after getting a new phone. I do not have access to the old phone yet it keeps telling me I need to get the code from the old phone. I press "i don't have access to Microsoft authentication app" and it gives me the options to only use the app
