Why has my PC, on automatic restart after a power failure, block my log in, what has changed, it is a new behavior?

Until recently, before some automatic updates were installed, if there was a power failure, the PC would shut down and on restarting the PC I would login with my PIN and have the PC connected to Windows, as normal.
Which ever update has been installed, the behavior of the PC has been changed to such an extent that after a power failure the PC is restarted automatically and with the prompt for my PIN i am confronted by a message:
Enter your PIN
This sign-in-option is disabled because of failed sign-in attempts or repeated shutdowns.
Use a different sign-in option, or keep your device powered on for at least 2 hours and then try again.
This has not been the usual procedure, and now after a single shutdown and now attempts to log in I am confronted with this, I would like to know the reason for this change in behavior to something that was not invited.
