Account locked-Verification not working

I am locked out of my Hotmail account and troubleshooting does not help. I have 2Factor Authentication but do not receive codes to my phone. I have waited 24 hours and same issue.
Another problem- the same mobile number is listed as both my backup contacts. So even if I receive the code, it asks me to get another code when is then blocked.
How do I access Live Chat because I have tried all the other options. I have had this email account for 25 years. I have looked at all the Q&A but I really just need Live Chat at this point.
