How can I recover a previous account I had on my Authenticator ?

How do I recover an account I previously had on my Microsoft Authenticator? I don’t have a way to reset it or re-add it as I’m locked out on my end without the Authenticator or back up codes, both which I don’t have. Can customer service go into my account and seeing it was there re-add it manually?
