Why do I need a phone number when i have 2 fido2 security keys?

When i removed the passkey for this device ( after I removed my phone number) and i logged off and back in ( to test things out) it had a un skippable screen with :
- Add your phone number to your account?
Why do i need a phone number if I already have 2 fido2 keys registered?
