How can I reset Authenticator without my old device?

Recently, my old phone shut off and will not turn back on, and I cannot reset or erase the phone. The same phone number is assigned to both phones but the old one is not usable anymore. How can I set up my Authenticator without having to approve the sign in from my old phone?
