How can Authenticator on new phone find its data that is on the old phone

The product is Microsoft Authenticator app on iPhone.
The issue is in transferring from iPhone 11 Pro to iPhone 17 Pro, no accounts were transferred into Authenticator. Authenticator was selected for iCloud backup on both old phone and new phone. Backup was performed on old phone. Sync was done on new phone. How can Authenticator on new phone find its data that is on the old phone?
Apologigize for the tags. None seemed to fit my question. I have previously asked my phone talk and data provider support and Apple support. I was referred to Microsoft support.
