How do I log in to the authenticator app to get into my school Outlook if it won’t let me log in?

I got a new phone and don’t see the option to upload the backup information I saved. I tried logging in on my computer and phone but it sends authentication to the app, which I can’t access and I’m not receiving notifications from it to properly log in. What do I do?
