Can’t access account because it got hacked, and email doesn’t work.

So I got hacked, and then when I try to recover the account in any way or sign in, it says that this account doesn’t exist, but when I go to create a new account, it says an account with my email exists already, and Microsoft support can’t help. The hackers changed my email. I want to know if there’s still any way to delete that account or cut access from it so I can create a new one.
