How do I login on Microsoft Authenticator on a new phone if I don’t have my old phone to authenticate the new

I got a new phone and downloaded everything via the cloud. It looks like my account on authentication was transferred but I don’t get any prompts and when I try to sign in manually it asks for me to authenticate but I can’t because it won’t give me a prompt
