Both of my account Two Factor Authentication options are linked to the same phone number, how can I get back in?

I recently been asked to reset my Microsoft account password for my other account. However, I have forgotten my password.
I have tried to reset my password, which I have done many times before with no issue. However, this time I cannot. Both of my two factor authentication methods for the account are linked to the same phone number. Note: this number is not used by any other Microsoft account. I am able to send a code to the number and enter it once, but when I try to do it for the second entry of the phone number (treating it as a separate factor) I get the message 'Try another verification method.'
I do not have access to my Account Recovery Code and the 'Account Recovery Form' cannot be used with two factor authentication switched on.
As stated, I have had the two factor authentication, stupidly or otherwise, set up this way for a number of years and have never had any issue before now. If the policy/rules on this have changed I was not informed and could have done something had I known.
I would like to recover the account as I have now lost access to all of my files as they are in the OneDrive.
Is there a way to reset the second authentication method without logging into the account? I have recieved a page stating that I was resetting my security information and must wait 30 days, but we are now long past that timeframe and I have recieved no further detail on this.
Please advise how I can recover the account.
