microsoft account blocked and i can't use my authenticator

i forgot my password and always used my email to verify, my authenticator app is linked to an old phone i no longer have and its forcing me to use it. i can't recover my account due to 2-step verification being on and my account has been locked for 2 days. i tried verifying by phone and it won't allow me to do that either. so i can't: reset my password, submit account recover form, verify by email, verify by form, and have no access to my authenticator. it says i'm locked out due to too many attempts.
