OneNote sync failure error code: 0xE00009C8 bb0ur

Rebooted my PC today to finish Windows updates and now get this on all notebooks: "OneNote can't sync your notes right now. We'll keep trying. (Error code: 0xE00009C8 bb0ur)"

I've closed all notebooks, logged out and back in to my account and can open the notebooks but they all say "There aren't any sections here'.

The following I've done multiple times over the last 56 hours trying to resolve the issue: I've rebooted, performed O365 repair, SFC /SCANNOW, uninstalled/reinstalled O365, ran SARA to completely uninstall O365 the reinstalled, deleted the cache folder in the appdata folder, logged out of OneNote and back in, deleted all entries related to OneNote or my OneDrive account from credential manager. All of which did nothing to resolve the issue. I can open the notebooks on the web app, but when I try to open them in the desktop app from the web app it prompts me to login, I do, then it gives an error message: "We couldnt open that location. It might not exist or you might not have permission to open it." I'm able to create new notebooks from the desktop app tath get saved in my OneDrive, but I can't open any existing OneNote notebooks from my OneDrive.

I have multiple OneNote notebooks with hundreds of pages that I've accumulated of the years so I am not going to recreate (copy/paste) all of the content into new notebooks. Feels like a bad Windows update. Please help!

Hello Dime_Baggins,

I'm a Product Manager from the OneNote team and I thank you for taking the time to explain the issue in detail.

We acknowledge that there's a known sync issue which is affecting some of our users on OneNote Windows app. We are actively working to fix this issue. In the meanwhile, you can access your notes from the OneNote Web app at onenote.com. Thank you for understanding.

Hello OneNote community, thank you for your patience as we investigated this syncing issue. We've deployed a fix as of this morning and sync reliability is being restored today (Sept 3rd). To get your notes back in sync, right-click your notebook in the desktop app and select "Sync This Notebook Now." If you're still having issues by the end of the day, please feel free to post in this forum.

We really value all of our incredible users and thank you for sticking with us!

    Hi,

I also face the same issue. All my phones notes are gone. For phone it is easy to troubleshoot, just remove the app and reinstall and it resync everything again.

But when it comes to Windows 11, the app is not working. I have to result into using the web version to open my notes. At first I thought that onenote is the only one that is not syncing. For my one drive it is not sync as well. No error code.

    Hi,

As the general troubleshooting steps all provide no help in this scenario, it needs to be investigated through the remote section and collect logs to fix.

Generally, raise a support ticket and the related team will be able to trace something that affects in your device, investigate it, and fix it. Reference: Get support - Microsoft 365 admin | Microsoft Learn But to create a support ticket, it needs the Microsoft 365 admin privileges, and if you're not an admin for your Office 365 organization, contact the admin for creating a new ticket. Reference: How do I find my Microsoft 365 administrator? - Microsoft Support

If it is currently not available for you to contact the admin to open the ticket, there has the other way to contact online support team for remote session troubleshooting. Click: Contact Us - Microsoft Support

    Dear respected michaelwarman1,

Good morning! Thank you for publishing in Microsoft Community. We are happy to help you.

We went through your post carefully and understood you are encountering with the OneNote opening notebooks issue after a Windows update. And also, you have tried many methods and troubleshooting ways but still it persists. In this situation, since you have done the correct step to try clicking the Open in Desktop app button when opening notebooks in OneNote for web, it still asks for login and then provides the error saying no permission. Hence, I would suggest cleaning the local credentials and check the result.

However, after my check in the community, it seems like there have some other user facing the same issue as yours right now. See:

OneNote sync failure error code:0xE00009C8 bb0ur - Microsoft Community

Hence, we are not sure if this is a server related issue especially with the recent Windows update. Though I have checked in Microsoft Service Incident where it shows no related scenarios, I will still keep checking via online and other channels. We appreciate your kind patience and below are some information that you may give them a try before any further information updated in here.

Normally, for such a scenario, we will require customers to back up the recent notes in case something hasn't been synced to cloud completely that may cause data loss. But since you have already reinstalled OneNote and also log out/in, I assume the data are all good when you checked in OneNote for web, which is good as it indicates you have done a great sync routine in the daily work with OneNote program.

So now, we have nothing to worry and let's clean the local credentials first. For reference:

Reset activation state for Microsoft 365 Apps for enterprise - Microsoft 365 Apps | Microsoft Learn (Download the OLicenseCleanup.zip file which will automatically run the actions to clear accounts cache)

Sign in issues when activating Microsoft 365 Apps - Microsoft 365 Apps | Microsoft Learn (Follow the Remove Office credentials section)

We appreciate your understanding that sometimes initial suggestions may not solve the problem very soon. However, we can work together to reduce and resolve the situation. Therefore, please provide more information below so that we can continue working.

    1. If the notebooks can be opened correctly from other devices like PCs or mobile phones. This I want to make sure these notebooks are fine.

    1. If the issue persists after following the clean credentials actions above, may I know the result if you create a new local profile and check notebooks from there? Manage user accounts in Windows - Microsoft Support

We appreciate your kind patience and understanding that sometime the initial reply may not resolve the concern immediately or there may have some misunderstanding about your scenario, but we would like to hear the updates from your side and let's figure out the further suggestions.

We'll be here for you to wait for your updates. I appreciate your time and effort on checking these above and thank you for your time and cooperation. I hope that you are keeping safe and well!

    Sincerely,

    Mia | Microsoft Community Moderator
