Hello, Ingenieria1 GP
Thanks for raising your concerns in Microsoft Community.
We are aware of the issue and are working on resolving it. The url files will automatically convert back to folders when the issue is resolved. For now, we recommend accessing shared folders that are in this state on OneDrive.com.

Let's go and get this fixed. Its causing additional steps for everyone. We need this feature of OneDrive to function in our Windows File Explorer correctly. Can you give us a timeline?
We have team members in developing countries where they do not have the skills nor the network to access online files or folders. One team member still has the offline folder available, another person in the same team and the same office has the offline folder replaced by a .url to the web folder. This is not working for us. Please provide an update on the status of this issue and the anticipated resolve time.
Thank you,
Albert
Presumably still no fix?
