Yeah, I even uninstalled the 32-bit version (which my machines had on them for years) and re-installed the 64-bit version. No change.
I have been having the same issue here as others. I just now updated to latest version with the command line option. I then followed IanSav42 instructions re: Office settings but with a slight change. I tried to use Help but was told that "My admin had turned them off" or words to that effect. I am my admin and I had not turned that setting off. I enabled "All connected experiences" option and then enabled "Experiences that download online content" option in the Settings. I conformed my choices and the restarted Outlook. I did not reboot, just restarted Outlook. I then renabled updates in Outlook and tried to update. The program ran the update screen and reported I was up to date!! I have since tried to update from Outlook again and it does state I am up to date and does not throw the error which it did before. I will continue to test this throughout the day and report back with any failures.

Windows 10 Home, Office version 2407 with latest update of Aug.1. As stated, Office Update was turned off but now on. Just tried again to update manually and just reports up to date as it always has in the past. Keeping fingers crossed.
