I have reported this to the Office team and they are interested in further troubleshooting which any users affected by this issue can share. See instructions below.

    1.         Download and then run the self-extracting executable: https://www.microsoft.com/en-us/download/details.aspx?id=103236

    2.         Accept the EULA, then select an extraction location for the tool: officedeploymentlogcollector.exe

    3.         Run the tool from the folder selected in the previous step

    4.         After running the tool, collect the log .zip manually from %temp%\C2RLogs

You can navigate to this folder by using Win + R and typing %temp%\C2RLogs, or typing directly in the address bar in file explorer.

My question is why, when it updates using the Online Repair.

Because Online Repair didn't work for me with respect to updating to the latest version (20160). I had to use the procedure I outlined.

It may be different in your case because you're not running Microsoft 365.
