    Can confirm this does work. I needed to restart and after I enabled connected services it worked. I then disabled them again and it still worked.

    What a joke MS.... do you not even beta test your own software.

    Are either of you running Microsoft 365 or are you running a perpetual licensed version (e.g., Office 2021)?'

    I have Microsoft 365 and it's just not working. I've tried about a million combinations with regard to the privacy settings; nothing works,

    Windows 10 Home, Office version 2407 with latest update of Aug.1. As stated, Office Update was turned off but now on. Just tried again to update manually and just reports up to date as it always has in the past. Keeping fingers crossed.

    "C:\Program Files\Common Files\microsoft shared\ClickToRun\OfficeC2RClient.exe" /update user updatetoversion=16.0.17830.20138

    Updated (elevated command prompt, of course) to 20138 but continue to get the 30088-27 error.

    So, maybe the problem is a corruption of the Privacy settings. Or maybe it's the phase of the moon.

    Phase of the moon from where I'm sitting.

    I repeated all of your steps and wound up in the same place; 30088-27 error.

    Again, I changed no settings on my machines and did nothing other than update to the build just prior to my current build (for which I had to use the elevated command prompt).

    So, MSFT issue, as far as I'm concerned.

    I have to confess that I am a bit lost in the thread.

    Besides my act of God, has anyone find anything that works that does not require go to a previous version and stop updates?

    Before my last Online Repair (did two of them for this update), I disabled the Privacy Settings, rebooted and then re-enabled all of them except the Send Me Ads one, rebooted again and then did another Online Repair. After that, everything seems to now be working correctly.

    OK. I need to get this straight.

    1. You disabled the Privacy Settings FIRST, rebooted and then did an Online Repair.
    2. Immediately after the first repair, you re-enabled all (except Ads), rebooted again, and did another Online Repair.

    Is that the correct sequence?

    Yes. Since my Help wasn't working, I decided to disable the Privacy as I thought something might be corrupted in the settings. After a reboot, I re-enabled them and then rebooted again. I have found just restarting Outlook doesn't always work in getting settings changed. Since Help still didn't work, I decided to try another Online Repair to try to fix that. After that next Online Repair, I reactivated Office and everything, Help and Update, seem to be working fine.

    So, maybe the problem is a corruption of the Privacy settings. Or maybe it's the phase of the moon.
