You can contact your Microsoft 365 admin and go to the Microsoft 365 admin center to check if your tenant is affected by this service incident. If yes, monitor for the latest information.
However, if your tenant isn't affected by this service incident, because it looks like a temporary server-side issue, generate a support ticket to report this issue to the related team by generating a support ticket from the Microsoft 365 admin center.
