Is there any way of forcing OneDrive to sync? Let's say a user uploads a document on one client, and user 2 wants to access that document immediately on his client, but onedrive haven't synced that folder yet.
Is there a way to force a manual sync? Ideally with like a .bat file or something that i can pin to the taskbar that the user can just click to run just to speed up the process

Simply:
OneDrive will begin re-syncing.
You don't have to wait for 2 hours before you sync your files - you can (and probably should) restart OneDrive immediately by launching the OneDrive app from your taskbar after you stopped it.
Please note - if you want to ensure that files are in sync both on your desktop and laptop - do this on both of them, starting on the PC where you actually made your latest changes.
On top of that, you can avoid all these manual mouse clicks and automate the initiation of the sync process with a batch file to first stop the OneDrive app and then restart it again, I already posted such solution in this thread, I hope that there is no need to repeat it ad nauseum.
When I try to follow the instructions for the manual sync using the command prompt, I get the following message:
'onedrive.exe' is not recognized as an internal or external command,
operable program or batch file.
Problem is - you need to use this command in the proper location of the onedrive.exe - this message indicates that there is no ONEDRIVE.EXE in the folder where the command was issued.
Search for one of my previous posts in here - with detailed instructions (even with a few screenshots to illustrate the process) how to find the proper location of the ONEDRIVE.EXE on your computer.
I suggest that even before making any batch files you should a) figure out correct location, b) launch command line prompt and navigate to this location, then use DIR command to check that the ONEDRIVE.EXE file is indeed there - and only then make the batch file for manual sync.
If you are truly a MS human agent, and not just a stupid bot, you need to elevate this.
It is absolutely inexcusable that MS did not think about a manual, force-sync command option when designing OneDrive to begin with! But it is even more unconscionable that you have had it working this long out in the wild, and obviously customers figured out files do not sync fast enough to meet their operational needs, and MS has NOT modified the code to implement a QUICK AND SIMPLE method to force sync!
